NSF MRI Limited Submission: LSU Screening Deadline NSF has indicated a plan to release an MRI RFP later this spring. In anticipation of that RFP, we (LSU) are initiating an internal limited submission review process. If you plan to submit a proposal to the MRI RFP (anticipated), send an email to dcarver@lsu.edu with a copy to hcarruth@lsu.edu with “LIMITED SUBMISSION: NSF MRI-anticipated RFP” as the subject line no later than April 6, 2009. NSF Other Program Announcements
- A new announcement for Engineering Research Centers has been made with a letter of intent due May 15, 2009 and preliminary proposals July 15,2009.
The National Science Foundation (NSF) has officially confirmed their overall plans for the $3 billion NSF received in stimulus funding through a letter released on March 18 by the NSF Director, Arden Bement (see attached). This information aligns with the intelligence previously reported to you by Lewis-Burke.
Research Funding Focused on Raising the Success Rate: $2 billion will be distributed among the research directorates and offices.
· Most of this funding will go to raising the success rate in ongoing competitions, so the focus will be on proposals that were or will be reviewed and/or awarded between October 1, 2008 and September 30, 2009.
· There will be no research solicitations or competitions specifically for stimulus funding; the additional awards of stimulus funds will be made through existing NSF programs.
· Priority will be placed on funding for new investigators and high-risk, high-return research. Infrastructure and Instrumentation:
· $300 million for the Major Research Instrumentation Program. (This is in addition to the $115 million supporting the MRI competition that had proposals due in January.) NSF will issue a new solicitation this spring to allow organizations to apply for this new pot of funding.
· $200 million for Academic Research Infrastructure program. This is a new program for renovation of research facilities; NSF will issue a solicitation this spring.
Education: $100 million in funding targeted at specific programs.
· $15 million to establish a new program to facilitate the creation or improvement of Professional Science Master’s degree programs. A solicitation will be issued this spring.
· Extra funding for the existing Noyce Teacher Scholarship program ($60 million) and Math and Science Partnerships ($25 million).
Transparency and Accountability:
· All funding from the stimulus bill has additional special reporting requirements and spend rates will be closely tracked to ensure that funding is being used effectively.
Campus Preparation and Future Information:
· NSF expects to post information about policies and procedures soon and, as noted above, three solicitations later this spring. All indications are that NSF intent is NOT to use stimulus funds for supplements.
· Turnaround time for the new solicitations is anticipated to be short, so campuses should begin preparing to apply to the new Major Research Instrumentation solicitation, the Academic Research Infrastructure program, and the Professional Science Master’s degree program.
· For research funding, investigators should be sure they are up to date on any annual or final reports that may be due on existing projects so that new awards will not be held up. Investigators should also be prepared to serve as reviewers or on review panels, as NSF will be under pressure to evaluate and process a large number of applications faster than usual. |
